2020年7月20日 サンフランシスコ発 ー オープンソースを通じた大規模イノベーションの実現に取り組む非営利団体であるLinux Foundationは、オープンソース技術を使用してCOVID-19および将来の疫病と闘う世界中の公衆衛生当局 (PHA) を支援する新たなイニシアチブを発表しました。新イニシアチブLinux Foundation Public Health (LFPH) は、プレミアメンバー7社Cisco、doc.ai、Geometer、IBM、NearForm、Tencent、VMwareが参加し、カナダ、アイルランド、米国のいくつかの州で導入されている接触確認・通知 (exposure notifications) プロジェクトCOVID Shield™、COVID Green™の2件をホストして始動します。
LFPHは、まずGoogle Apple Exposure Notification (GAEN) システムを使用した接触確認・通知アプリケーションに焦点を当て、PHAによるテスト、追跡、隔離活動のあらゆる側面をサポートするように拡張される予定です。
LFPHのゼネラルマネージャーであるDan Kohnは、次のように述べています。

COVID Shieldは、Shopifyのボランティア チームにより開発され、現在カナダで導入が進んでいます。COVID Greenは、アイルランド政府のパンデミック対策の一環としてNearFormのチームにより開発されました。2週間前にアイルランド政府機関Health Service Executiveにより導入されて以来、同国の成人の3分の1を超える高い普及率を達成しています。どちらのアプリも他のPHAとそのITパートナーが使用・カスタマイズすることが可能であり、LFPHは他のオープンソース プロジェクトも間もなくホストする予定です。また、Covid Watch、キール応用科学大学、US Digital Responseも非営利のアソシエイトメンバーとして参加しました。

COVID Shieldは、Ontario Digital Service/Canadian Digital Serviceのメンバーとともに、Shopifyの40人以上のボランティア チームにより開発されました。Shopifyのオフィシャルなプロジェクトではありませんが、ShopifyのCEOであるTobi Lütke氏によりサポートされました。COVID Shieldボランティア開発者のAaron Olson氏は、次のように述べています。「COVID ShieldをLFPHでホストできることをとても嬉しく思います。PHSができるだけ簡単に接触確認・通知を開始できるように、広く開発者からのコントリビューションを歓迎します。」
COVID ShieldとCOVID Greenに加えて、早期より業界横断的な取り組みを行うTCN CoalitionがLFPHに統合されます。TCN Coalitionは、COVID-19パンデミック時にプライバシーを保護し相互互換性のある接触確認・通知アプリの開発をサポートする技術者のグローバル コミュニティです。当初、国境を越えた相互運用性を確保し、開発作業の重複を減らすために設立されたTCN Coalitionは、アプリ開発チームやITプロバイダーとの連携において、公衆衛生当局を支援するように進化してきました。
